Who determines what is sensitive?

In many localities, parents already have the opportunity to opt their child out of reading a text they feel is sensitive.  But it is for the parents to determine what is sensitive for their child, not the teacher.  Passing this law in essence says that parents have no responsibility for their children any longer and that teachers should not only be in charge of teaching students, but parenting them as well.  Please consider what this will do to a teacher who fails to see something as sensitive and therefore fails to notify parents of the subject matter.  Teachers already have so many burdens; parents should be the ones instilling values in their children.
