This section as written is going to make it very difficult for the ems instructors who are members of volunteer rescue squads to maintain their certifications.  The unfunded mandates that are included will make it impossible for many agencies to maintain in-house continuing educations programs because the instructors that they have who are not professional educators will not be able to maintain their certifications.  The 12 hours of educational based hours will be extremely expensive and difficult to obtain in rural areas.  Most ems instructors will have to pay for these classes out of their own pockets.  Also why do we need take a recertification class every cycle when no other public safety instructors have to meet a requirement like this.  The Office of EMS has a process in place to weed out bad instructors.  All EMS instructors should not be punished because of a few bad ones.  Get rid of the bad instructors and move on.  This section should have these two unfunded mandates redacted.
