To the State Board of Social Services      The best interests of the child should be the sole factor in placing a child in foster care or with adoptive parent/s, and there should be no discrimination in this process based on race, ethnicity, political beliefs, age, religion, gender, or sexual orientation.  The board should restore to the final rules the protections that were included against such discrimination.
