I am a resident of Virginia and a voter. I understand you are considering regulations to prohibit adoption agencies from discriminating against prospective adoptive parents. This is an especially good idea since there are many children waiting for adoption. Discriminating based on gender, age, religion, political beliefs, sexual orientation, disability, or family status is morally wrong. The only consideration should be whether the prospective parents will raise the child in a healthy environment, to give that child a chance at a good life as an adult.
