Sounds something similar to you cant use our services if you don't follow our faith or convictions.  Hiding behind the religious freedoms arguement does not give the one the right to be a bigot and discriminate.  Stop bigotry, stop discrimination in Virginia.  Require the regulations to be all inclusive and not allow discrimination on the basis of sexual orientation, gender, age, disability, religious or political affiliation, race, color or national origin
