I urge you to reject any regulation that discriminates against faith-based child placement agencies.   I speak as an aunt blessed through a private adoption which would never have happened if the birthmother had not been permitted the existing freedom to choose. 

Adding discriminatory language to the regulations will not increase the number of children being adopted into homes.  It will force many sectarian private child placement agencies to cease fulfilling their mission rather than violate their faith - decreasing the number of placements.

This proposed regulation also places undue restrictions on birthmothers.  Within the confines of an adoption conducted through a private agency, a birthmother is due the freedom to choose an adoptive parent of the same religious convictions so that her child may be raised accordingly.

Please do not deny others the joy experience by my extended family.
