The best interests of the child should be the sole factor in deciding whether a child should be placed with a prospective foster care or adoptive parent or parents.

The State Board of Social Services should restore to the final rules the prohibition against state-licensed child placing agencies discriminating based on based on race, national origin, ethnicity, gender, age, religion, political beliefs, sexual orientation, disability and family status in providing services to children and prospective foster care and adoptive parents. 

Sexual orientation should not be a factor in determining fitness to be a foster or adoptive parent.  Beliefs that lesbian and gay adults are not fit parents are simply conjecture and prejudice; these beliefs and fears are not supported by the accumulating weight of empirical evidence (Anderssen, Amlie, & Ytteroy, 2002; Brewaeys & van Hall, 1997; Parks, 1998; Patterson, 2000; Patterson & Chan, 1996; Perrin, 2002; Stacey & Biblarz, 2001; Tasker, 1999; Victor & Fish, 1995).  http://www.apa.org/pi/lgbt/resources/parenting.aspx
