One would wonder if we citizens of Virginia have forgotten both our respect for religion and the benefits that come from it's institutions and the indispensable right to preserve common value. Forcing agencies and individuals to choose between following their own values or following the laws of the Commonwealth of Virginia would be an unprecedented and intolerable violation of religous freedom. Such a demand would strike at the very foundations of our Democracy.
