I have approved these regulations for public comment, to move the process forward. I am concerned that, in some cases, the regulations are excessive and may exceed the underlying statute. Accordingly, I am approving them for public comment, with the provision that the agency pay close attention to public comment and revisit the concerns expressed during public comment at the final adoption stage. I have also signed this year's Appropriation Act, which contained language suspending certain aspects of the regulations. I approve of this limitation on the regulations, and I expect the Board of Social Services to reflect legislative intent in its final regulations.
