Purpose of the meeting
THE PUBLIC IS INVITED TO COMMENT ON THE REQUEST OF BUCAHANAN COUNTY TO SEPARATE FROM THE LONESOME PINE SOIL AND WATER CONSERVATION DISTRICT AND FORM A NEW DISTRICT WITH ITS BOUNDARIES LYING SOLELY WITHIN BUCHANAN COUNTY. On May 18, 2000, the Virginia Soil and Water Conservation Board approved a petition from the Buchanan County Board of Supervisors suggesting the need for establishing a new Soil and Water Conservation District. State law empowers the Board to review and decide about the formation of districts and resolve changes with district boundaries. Virginia's 46 Soil and Water Conservation Districts promote natural resource conservation and stewardship, and work directly with landowners, property managers and other citizens. Among the reasons presented by the Buchanan County Board of Supervisors are the rapidly expanding conservation programs and the desire to better serve county constituents; the need to minimize logistical difficulties currently experienced by members of the district as they serve a three county district; and the need for a local district board with greater accessibility by local people voicing local concerns. Currently, the Lonesome Pine Soil and Water Consevation District consists of Buchanan, Dickenson and Wise Counties. IN ACCORDANCE WITH SECTION 10.1-510 OF THE CODE OF VIRGINIA THESE HEARINGS PROVIDE PUBLIC COMMENT OPPORTUNITY. "...upon the question of the desirability and necessity, in the interest of the public health, safety, and welfare, of the action proposed by the petition (i)the question of the appropriate boundaries to be assigned such district, (ii) the property of the petition and other proceedings taken under this chapter, and (iii)all questions relevant to such inquiries." NOTE: Verbal and written comments provided to the Board will be considered as the Board makes its decision. The Board reserves the right to limit the comment time period for each speaker to a reasonable time period. The Board will accept written comments received by close of business August 1, 2000, from all interested parties. Forward comments to: Board Chairman, Mr. Charles Horn, 203 Governor Street, Suite 206, Richmond, VA 23219 **Requests for a deaf interpreter must be filed two weeks prior to the hearing.
