Purpose of legislation
Section 53.1-42 of the Code of Virginia governing state inmate pay and specifies that payment to the prisoner upon discharge is to be paid, "except that an amount thereof to be determined by the Director may be drawn upon by the prisoner for such purposes as may be authorized by the regulations of the Director."
