Price on the Licenses..

Hello my name is Della jo Piarulli,

I have been a licensed Cosmotologist since 1989 and I have felt the adjustments of the price all the way through till 2010 and it used to be $20 for a long period of time and I can feel the crunch, we have to pay taxes to work and keep up the lisence payment. I understand we need to keep this professional and there needs to be a price, but it should be kept reasonable. We all need to care about one another and understand our time in the economy is a little tuff in transition financially right now.

Thank you and please be compassionate in your ruling.

Increase in license fees

While I understand computer implementation and the problems inherent in purchasing pre-packaged software... installation cost and modification should have been considered in the needs analysis, prior to purchase or signing of the service contract.

A 27% to 30% increase in licenseing fees across the board forever is an overstatement of the financial need.  Once the software is functional, if in fact  there are quality people in the development area the cost should diminish. In a market where most of us are experiencing increased costs and reduced revenue due to historic unemployment and loss of client based residual income ... to make a proposal of such breathe-taking and sweeping largess is placing undue burdon on the licensees.

I suggest you reduce the administrative burden within the department, make recommendations for policy reduction that causes this increased burden spoken of in the document (753-755) and start using e-mail.  Considering I have received emails from the DPOR in the past, and I have not changed my email, I can't understand why I received a snail mail postcard ... talk about unecessary expenses.   The WV Board of Massage Therapy has one of the easist and most functional web-sites I have seen nationwide.  I suggest a review of that site and see how to impliment simplicity and reduce duplication and triplication.  You could even set up a client file  managed by the active licensee for address, phone, and e-mail.  And when notification is required the DPOR can email it with a priority flag if necessary. Put the responsibility of notification on the licensee, by keeping their file current.  However I would suggest more than 72 hours notice for a public hearing in Richmond.  I just received the postcard Friday evening and I am working all day Wednesday so to attend I would have to cancel all my clients.  A couple three weeks notice would be nice since in this client service based business, we book our clients four to six weeks out.  In fact I am booking into February already and I am sure I am not the only person who requires more notice to interface with the DPOR.

Thank you for the opportunity to share my thoughts and comments.

Increase in licensing fee

Several years back, we had an increase in licensing fees and I was told at a meeting in Richmond, that the increase was to employ salon inspectors. I have yet to hear of a salon being inspected and some of them are not following proper infection control. This is deplorable in this day and age of so many blood borne pathogens and other contagious illnesses! Also, the fee increase will make it more diffiucult for high school students to take their State Board exam as many of their families are under financial duress. The cost of the items necessary to take the exam and the licensing fee is quite an expense for them.

Thank you so much for allowing me to express my concerns.

Respectfully submitted.

Fee increases

I am sure that you have realized that we are in a recession, correct. We have all suffered due to the cut backs that most people have had to make in order to survive, this is not an appropiate time to raise fees, please step back and look at what is happening to the beauty industry before passing this.

Thank You

fee increase

My business in Lexington, which is a small town, has really slowed down in the last several months. The economics has hurt everyone all the way around. I have had to lower my prices and give several discounts weekly just to get people in the door. Exactly what would the increase of fees be used for?? I might agree with this action if it makes sense. Please listen to the little guys. Mare Scott
