You are criminalizing crossing the Virginia state line.

The law abiding gun owners of Virginia will not let this change stand.  It may take a few elections but we will fix it.  The change is arbitrary and not based on sound data indicating a need for the change.  The change makes criminals out of otherwise law abiding citizens simply by them crossing the state line.  The change will make Virginians LESS SAFE because the 25 states affected will  eventually "reciprocate" making travelling Virginians the targets of criminals and predatory law enforcement.  Shame on our Governor and our Attorney General.  Governor Terry McAuliffe and Attorney General Mark Herring, Virginians will not forget this attack on the 2nd amendment and on law abiding gun owners!  The same applies to any state senator or representative who supports the change.
