Creating sterile gov't buildings is very expensive and nonetheless prone to 'leaks' for sufficiently determined attackers. Protecting citizens on the way To & From is even more expensive. Much cheaper (for all taxpayers) to distribute responsibility for first-line self-defense amongst the citizenry. Additionally, any gov't with enough power to protect us all has enough power to routinely oppress us all.
