The ban of concealed carry by law abiding citizens in public buildings does not create a safe environment within those areas. This does, however, set up  a targeted area for those wishing to do harm to law those abiding citizens without the fear of those citizens defending themselves. The State issues licenses for concealed carry due to the fact that those people are vetted to carry and have been trained for the sole purpose of self defense. Banning those people the ability to defend themselves contradicts the purpose of concealed carry licensing.
