An abortion is not a minor procedure. Facilities should be able to handle complications should they arise and patients should be guaranteed access to a hospital quickly if the procedure runs into complications. While the provisions of the regulations may only be needed in a small percentage of the cases, facilities need to be able to be able to provide for all cases, not just most.
