I am a beer tourist, meaning that travel to other cities/states to check out their beer scene. In my experience, I am more likely to spend more money at a beer store if they offer growlers to go. Allowing this practice in Virginia will lead to more revenue in the short term for Virginia businesses, but will also increase the prestige of the Virginia beer scene, which will lead to more revenue down the road. Not to mention growlers are meant to be consumed at home, which is safer for everyone. This regulation change won't place any new requirements on Virginia businesses, but will allow those who desire to expand to do so.
