Vote No on Part II of the Proposed Virginia Stormwater Regulations
 

My name is Dick Collier, a citizen of the Commonwealth of Virginia, a developer and builder in the Commonwealh since 1963.  Over the past 46 years I have been doing business in the Commonwealth, I have seen many changes to regulations, policies and requirements placed on businesses.  Most have proved to be beneficial, but, some have not.  It is my humble opinion, both as a citizen and as a business owner, that the Proposed Stormwater Regulation, as it is now proposed, will prove to be harmful to citizens of the Commonwealth.  It will create an unnecessary additional expense to every potential homebuyer, every new or expanding business, while doing little to nothing to improve the quality of the waters entering the Chespeake Bay.  I beg those in authority to require a "re-study" of the Proposed Stormwater Regulation to make it more realistic and acheivable. Please take in to consideration the adverse and negative impact the Regulation, as drafted, will have on the economy of the Commonwealth.  Lord only knows, we need smart people to make smart decisions, especially in this time of economic depression we all are experiencing.  Do the smart thing and send this Proposal back to "committee" for further study.
