Prior to voting on the proposed Stormwater Regulations, as a concerned resident of the Commonwealth, I implore our elected officials to consider the solution proposed by the Home Building Association of Virginia (HBAV) to collect fees from developers as credits and utilize these funds to subsidize the expense of installing controls that would help minimize the bulk of the problem - agricultural runoff.
In applying these regulations, a unified standard across the Commonwealth doesn't appear to be scientically-justified. Lastly, the proposed regulations will encourage sprawl since the methodology is based on acreage and not the number of housing units on a particular site.
We should NOT pass these regulations as proposed.
