I am writing in opposition to the draconian stormwater management regulations proposed by DEQ and DCR. These regulations have little basis in science and have been shown through an economic impact analysis to have a significantly negative affect on business in the Commonwealth. In addition, these regulations usurp local government planning authority and will have the unintended (I think) consequence of encouraging sprawl by making development in urban service areas more difficult to achieve. I frankly don't understand how the State can propose regulations like these, which will have a chilling effect on business during the worst recession since the Great Depression. State revenues are sinking like a rock, and yet State agencies seem to be hellbent on further restricting economic growth. This is the wrong strategy at the wrong time and will have a significantly negative affect on the Commonwealth. In fact, it may even result in additional layoffs for State employees as business tax revenues continue to decrease. Please DO NOT approve these regulations.
