a stupid, if not malicious, "royal" decree
 

"Gun-Free Zones" have been killing innocents all over the world for decades by emboldening violent criminals, predators, and terrorists to commit violence against focibly disarmed, defenseless victims!

Since there have been no such attacks in VA exec branch "agencies" to date, I can only conclude that McAuliffe's "emergency" decree is intended to solve that "problem" by enticing some fanatic or malcontent to attack one of "his" agencies so he can point to the bloody consequences of HIS POLICY to justify even more draconian anti-self-defense decrees.

I try never to acsribe to malice that which can be adequately explained by stupidity, but McAuliffe is a very smart man...
