This is preposterous. The idea that Concealed Carry Licensees and Off Duty Law Enforcement will somehow endanger the lives of  people working and conducting business in a state office building is ludicrous. This is a solution without a problem. Tackle a real problem, don't create a new one. Abolish the emergency regulation and stop this proposed permanent regulation.
