The proposed regulation makes no sense - permit holders and off-duty law enforcement officers, the only people actually affected by this change, are law abiding and NOT a threat! There have been no shootings in state agencies, and prohibiting concealed carry by those with concealed handgun permits not only does nothing to promote public safety, it needlessly endangers the lives of those who accept the responsibility for self protection. Criminals and terrorists will ignore your regulation and do what they want - and I, for one, do not appreciate being forced into the role of victim, dependent on an unavoidably delayed response by law enforcement personnel. Minutes, if not seconds, are all it takes for an armed assailant to wreak havoc on unarmed victims, and armed guards and police officers inevitably take time to respond - time your victims don't have.

More importantly, the Governor does not have the constitutional authority to impose this regulation. The Governor is subject to the General Assembly for a reason - no single man (or tyrant) should have the authority to impose his own private bias on the citizenry he purports to represent.

This regulation fixes no problem, and needlessly endangers state employees and law abiding citizens by making state buildings safe havens for terrorists, criminals, and insane, evil people who wish to do harm to others. Almost all public massacres perpetrated by ciminals and terrorists since the second half of the 20th century have occured in "gun-free zones" - why create more such tempting targets?

This regulation should NOT be approved, and the emergency regulation withdrawn immediately.
