Description of Proposed Guidance Document Changes
Revisions have been made to sections of the DARS’ Division of Rehabilitation Services (DRS) Policy Manual. These changes are outlined below. In the School Training Chapter, revisions were made to require supervisor approval prior to adding this Vocational Rehabilitation Service to a client's Individualized Plan for Employment (IPE) or Trial Work Plan. This Policy was also modified to make it consistent with Virginia Regulation, which states graduate school is sponsored only when it is judged essential for the client in achieving an employment goal on the client’s IPE as agreed to by DARS and the client. Both supervisor and district director pre-approval are also required in order to include graduate training to a client’s IPE. In the Home Modification and Vehicle Modification Chapters, revisions were made to require supervisor/district director approval prior to adding these services to the client's IPE or Trial Work Plan. Another change is that vehicle modifications are allowable for youth 22 of age and younger and the "once a lifetime limit” has been eliminated. In the Forms Instructions Chapter, the instructions for the IPE Amendment Form were eliminated since this form was also eliminated. The Family Size Table for Living Expense Exclusion was revised to align with the annual update of the U.S. Health and Human Services' Federal Poverty Guidelines. In addition, Part 2 – Client Share of VR Cost, was updated to correspond with line number changes that were made to the IRS 1040 form for the 2019 Tax Year. All changes were previously made to the RS-13 Financial Participation Form. In the Purchases Chapter, the approval of purchases over $5,000 will revert to the DRS Director from the Commissioner. Previously, purchases over $5,000 and up all required Commissioner Approval.
