Description of Proposed Guidance Document Changes
The Board for Barbers and Cosmetology (the Board) has reviewed and voted to repeal the following guidance document that is no longer necessary. The guidance previously adopted by the Board is being incorporated into the following final regulations: - Barbering and Cosmetology Regulations (18 VAC 41-20) and Esthetics Regulations (18VAC 41-70) adopted by the Board on July 21, 2025. - Tattooing Regulations (18 VAC 41-50) adopted by the Board on September 29, 2025. - Body-Piercing Regulations (18 VAC 41-60) expected to be adopted by the Board on November 10, 2025. The repealed guidance is as follows: 1. Guidance Document 5503: Guidance Document - Substantial Equivalence. The guidance provides information for substantial equivalence for training and examination in relation to license endorsement. This guidance is being incorporated into the Board’s final regulations. Repeal of the document will not become effective until the final regulations become effective.
