Description of Proposed Guidance Document Changes
The Common Interest Community Board (the Board) has reviewed and voted to repeal the following guidance documents that are no longer necessary. The guidance previously adopted by the Board is being incorporated into the final regulation of the Common Interest Community Manager Regulations (18VAC48-50), expected to be adopted by the Board on December 8, 2025. The repealed guidance is as follows: 1. Guidance Document 4190: Evidence of Proper Fidelity Bond or Dishonesty Insurance and Sufficient Coverage Obtained by CIC Manager Applicant. The guidance provides amount and informational requirements on bond insurance coverage obtained by CIC manager applicants as a condition of licensure. This guidance is being incorporated into the Board’s final regulation. Repeal of the document will not become effective until the final regulation becomes effective. 2. Guidance Document 5049: CIC Manager Requirement to Obtain and Maintain a Separate Fidelity Bond or Insurance Policy to Comply with Section 54.1-2346.D of the Code of Virginia and 18 VAC 48-50-30.E of the regulation. Guidance provides the requirements to obtain and maintain a separate fidelity bond or insurance policy required for common interest community managers to comply with Section 54.1-2346.D of the Code of Virginia and 18 VAC 48-50-30.E of the Board Regulations. This guidance is being incorporated into the Board’s final regulation. Repeal of the document will not become effective until the final regulation becomes effective.
