I Strongly agree that a digital scan is the equivalent to a final impression.
 

A digital is the same as a final impression in that it can be used to fabricate a oral appliance, be it a denture, clear aligners to cause the teeth to move and the occlusion to change, or even a crown.  The dentist must be present as the digital scan for an appliance is obtained and be present for the adjustment and insertion of the appliance as well as to monitor the appliance once it is in place.
