I strongly support this move. All shelters should make it a primary focus to find animals a home. There are much better ways than putting animals to sleep to help control the population, such as Trap, Nuter and Return programs, barn cats, helping people actually keep their pets, and more spay/nuter surgeries. You could even make it so pet stores have pets from shelters than puppy mills! This is a great first step in the right direction.
