I urge Virginia to become a beacon of life, hope and compassion, of honesty, transparency, and truth.  I ask you to pass regulations that will protect families in Virginia, protect animals, assist state regulators in monitoring the activities of its licensees, and provide taxpayers with the information they need to be informed citizens.  Such action will serve not only the citizens of Virginia, but will serve as an example for the entire nation.
