The motivation for this petition is something that lawmakers need to look into. It is a personal vendetta against PETA by a one person organization who tells people not to donate money to the HSUS, ASPCA, PETA, Best Friends, and instead donate to his organization.  

This is targeting one organization in Virginia and will make all shelters bear a burden of record keeping and responses to multiple inquiries, perhaps often just to harass. Investigate this fully before implementing.  

I recommend reading J. Carter’s comment about what has happened in Delaware and conversing with lawmakers of that state prior to taking any action.  

Animal loving peoples, unfortunately, are more than willing to jump on a bandwagon and express an opinion without investigating the facts. They are not alone in this of course, but the emotional reaction of these animal lovers (and I am one of them) is why we need lawmakers to make prudent decisions about rules and policy.
