This petition was created by an individual who does not reside in Virginia, who does not personally help homeless animals, and who has unfairly targeted PETA in various attack campaigns for years--including other VDACS petitions that have been rejected because they were unfounded, unrealistic, and would place an unnecessary burden on the VDACS.
