I respectfully request that regulation 12 VAC 5-412 be repealed.  Out patient surgical facilities exist for any number of medical/surgical needs, (oral, orthopedic, vision [lasik], etc). It is unconscionable to single out only  facilities that serve the health needs of one gender, women, with these onerous regulations.  If the state is truly concerned with public health and welfare, then the regulations should have been applied to all types out patient surgical centers.
