Must apply to all medical facilities

I cannot see how this law would stand up to judicial review unless it was changed to cover all medical facilities.  I have had an ingrown toenail removed at a pediatrician's office, and a wart removed at a primary care office.  Both procedures were billed as outpatient surgical procedures.  As the creators of this law insist it is only to protect the well-being of the citizens of Virginia, not to just close abortion clinics, then it must apply to all medical facilities where any outpatient procedure may be done.  It must be applied to podiatrist offices, pediatricians, dentist offices, etc.  I would think it would also need to apply anywhere that blood is being drawn, including blood donation drives.
