short term objective/progress reports

My son has multiple disabilities.   He is challenges are considered severe.   It is difficult to measure his progress because he learns different from you and me.   Many things he is slow to learn.   This is why I rely so much on the short term objectives that are currently stated in his IEP's.    I know that the proposed change to eliminate this practice would have a negative affect on our ability to monitor what progress he makes through each grading period.    I am also opposed to the reduction of progress reports for students with disabilities.   This is yet another way we, as parents, can keep track of our child's progress.    I feel if there is a change needed in this area it should be to increase the frequency of progress reports for our special needs students.
