Proposed Changes to Public Participation Guidelines
Public Participation Guidelines set out how state rulemaking bodies that promulgate regulations (e.g., boards and commissions) seek public input in developing, amending, or repealing their regulations. The model PPG developed by DPB is based on current requirements in the Code of Virginia and longstanding requirements in Governors’ executive orders on rulemaking. About 100 rulemaking bodies in the Commonwealth of Virginia are expected to adopt this regulation or something similar to it by December 1, 2008.
