To amend definitions in section 10 and requirements for a degree program in counseling
in section 49 to accept Master's degree graduates of a non-CACREP clinical-counseling
psychology program.
Agency Plan
In accordance with Virginia law, the petition will be filed with the Register of
Regulations and published on November 4, 2013 with comment requested until December
4, 2013. It will also be placed on the Virginia Regulatory Townhall and available
for comments to be posted electronically.
At its first meeting following the close of comment, the Board will consider the
request to amend regulations and all comment received in support or opposition.

While the members of the Board of Counseling expressed appreciation for the value
of non-CACREP psychology programs, they did not agree that such programs have a counseling
identity and focus. Therefore, they declined to amend the provisions of 18VAC115-20-49,
which have been in effect since April of 2000. The Board suggested that the petitioner
may want to direct his petition to the Board of Psychology for consideration of an
amendment to its regulations.
