Purpose of the meeting
A public hearing on a draft permit modification for the Prevention of Significant Deterioration Permit for Doswell Limited Partnership, Doswell Energy Center. The Partnership has applied for a permit to modify and operate the Doswell Limited Partnership, Doswell Energy Center to revise the permit to combine the natural gas limit with existing CT-1, newly installed CT-2 and CT-3 (Units 82, 91 and 101 project) and will include revisions to include tune up, startup, shutdown and malfunction (SSM) changes. The facility is classified as a major source of air pollution and is located at 10098 Old Ridge Road, Ashland, VA. The maximum annual emissions of air pollutants from the combined normal operation on natural gas (Unit 82, 91 and 101 project) are expected to be 252.2 tons per year of nitrogen oxides (NOx}, 255.7 tons per year of carbon monoxide (CO), 40.0 tons per year of particulate matter smaller than 10 micrometers in diameter (PM10), 40.0 tons per year of particulate matter smaller than 2.5 micrometers in diameter (PM2.5), 30.0 tons per year of particulate matter (PM), 13.8 tons per year of sulfur dioxide (SO2), 11.0 tons per year of volatile organic compounds (VOC), 682,797.0 tons per year of greenhouse gas carbon dioxide equivalent (GHG CO2e) total, 0.032 tons per year of Acrolein and 1.01 tons per year of formaldehyde. The applicant proposes to use up to 11,662,080 MMBtu (HHV) per year of natural gas only for fuel. The draft permit also includes tuning, SSM emissions and existing peak firing and fuel oil firing emissions for CT-1 (Units 81 and 83). Modeling was conducted which demonstrates the proposed project will not cause or significantly contribute to any predicted violation of any applicable National Ambient Air Quality Standards, Class II area PSD increment or Class I area PSD increment. Air emissions from the facility and associated construction and industrial growth are not anticipated to adversely impact visibility, soils, or vegetation. The comment period on the draft permit closes on July 26, 2018. An information briefing will be held immediately before the public hearing beginning at 5:30 p.m.
