Explanation or Citations	While a petitioner is not required by law to use this model, its use is strongly suggested as it is designed to aid the decision-maker in fairly assessing and responding to allegations of good cause that are often complex. This document seeks to simplify and standardize a particular process. See Section 32.1-102.6 of the Code of Virginia and the regulation set forth at and 12 VAC 5-220-230.
