Description This regulation establishes criteria for participation in this program of financial incentives that are designed to encourage, expand, and develop the breeding of horses in Virginia and specifies how funds will be distributed among horse breeders who participate.

Goals of Regulation 1. The protection of the public’s health, safety, and welfare with the least possible cost and intrusiveness to the citizens and businesses of the Commonwealth.

2. The encouragement, expansion, and development of horse breeding farms with programs providing financial incentives to breeders which will encourage and supplement private capital.
