Description Establishes a general permit to control discharges from small municipal separate storm sewer systems through the development, implementation and enforcement of a storm water management program.

Goals of Regulation To protect public health and/or safety with the least costs and intrusiveness to the citizens and businesses of the Commonwealth.

To establish consistent procedures and requirements for the issuance of VPDES permits to discharge pollutants in storm water from small municipal storm sewer systems in order to effectuate the proper and comprehensive protection of state waters.
