Regulations are NOT ready
 

The Stormwater Management Regulations are not ready for a YES vote.  Everyone wants clean streams and waterways, but  as far regulatory drafting goes, the words on the page don't achieve the intended result.  Let's make it a mission to write regulations that people can read, understand and implement.  Perhaps more importantly, let's write regulations that really address the issues.

This regulation misses the mark in a number of ways: It doesn't address agricultural impacts.  It places the burden almost solely on development disturbances.  It doesn't recogize the impact of the regulation on affordable housing.  It smacks in the face of green construction by discouraging redevelopment.  It applies a universal standard for all of Virginia with no regard for actual regional impacts.  Right now, this regulation will place added costs and burdensome retooling in the development and construction sectors.  Industries that are sorely in need of job creation legislation, not ineffective regulation. 

Right idea to keep waterways healthy.  Wrong implementation.
