Save the Bay - Yes - But do it effectively

I am all for saving the Bay.  It is one of our most precious and valuable resources.  But the efforts need to make sense and be effective.  The proposed regulations apply state wide.  If this is a state wide initiative, then call it as such.  If it is only to improve the Bay, then limit the regulations to those areas that drain to the Bay.  Second, are these regulations the most cost effective and efficient means?  There are other ideas I have heard that I think should be considered.  What of programs and regulations related to farmers?  The time pressure to enact these regulations seems to be politically motivated.  Shouldn't we take the time to do this right and consider all options and impacts rather than simply impose the regulations for political expediency?
