I urge DCR to cancel these proposed regulations and start the process over again. These regulations unfairly and disproportionately put the cost burden of pollution mitigation on the development industry, while leaving other major polluters (agriculture, homeowners) off the hook.
They will make re-development in urban areas and in-fill development in suburbs prohibitively expensive, thus encouraging sprawl.
These regs will make houses more expensive, which will punish those attempting to buy their first homes.
From the research I have done, it seems DCR has not performed adequate cost benefit studies, and has ignored those done by respected engineering firms. Also, it seems the science behind these proposed requirements is suspect.
In short, it looks like these regs are being crammed thru the system for political purposes without regard to economic impact.
