My husband and I just returned from a day long canoe trip on the Potomac River.  It has been three years since our last trip and the decrease in water quality is horiffic! Particulate matter of all descriptions (some of which looked like raw sewage) drifted throughout the depths of the water.  It was a beautiful warm sunny day with low humidity.  We dared not swim in the water.

As several other people commented "it is cheaper to take care of problems BEFORE they begin, rather than AFTER they become major problems"; or as my Mom reminded us, "An OUNCE of prevention is worth a POUND of cure". 

Regulate and require storm-water run off plans that keep our water healthy.  Please.
