Why regulate abortion clinics? See "Gosnell"

My daughter recently found out by ultrasound that the baby she was carrying died at 8 weeks.  She waited for a natural miscarriage, which did not occur, So at 11 weeks she had a D&C (effectively, an abortion).  In a hospital.  Her doctor's office followed up two weeks later with a checkup appointment, to make sure she was okay.

So yes, abortion clinics need regulation. Why are things so different depending on whether the death of the fetus was willed or not? Why wouldn't women want to be sure that the clinic has had an annual inspection?  Why not require that an abortion facility ensure that it has removed all of the fetal body parts from inside the women?  These are just a few of the common-sense requirements that the Board needs to reinstate. Otherwise greed will create more clinics like the one in the movie "Gosnell".
