I am writing to strongly encourage you to issue carbon limits for the great Commonwealth of Virginia.  We were settled by pioneers and today we need to continue that heritage of leading into the unknown future.  I understand that climate change may be an argument we do not want to have but as a general rule, keeping our environment as clean and healthy as possible has never hurt us in the long run.  Please issue a carbon limit for Virginia.
