I do not think that they are offered enough trianing to perform dry needling. By definition it is acupuncture, ethically speaking these professionals should be trained under a  licensed acupucnturist's supervision at least to know the full risks and benefits at hand.  I find this matter very frustrating as if it were the other way around they would never allow this practice to pass.
