I see many persons opposing or supporting this rule who have a professional and economic interest. I, however, am a lay person and voter who believes the referral portion only serves to complicate a patient's experience, requiring additional medical visits and expenditure.  In this case I view it as a way to insulate the relevance of some for no discernible reason, especially if those providing the service are qualified to diagnose and treat.
