Dry needle is obviously one technique from acupuncture. For the safety of patients, it should not be used by anybody without acupuncture license. If PTs want to practice dry needle, they should go to acupuncture school for full training as an acupuncturist and pass the board exam to get acupuncture license. The needle that used by  acupuncturist are dry ( doesn't contain neither medication noor any liquid), so Dry Needle is in fact another name of acupuncture!
