It seems to me that the proposed changes could do the opposite of what previous regulation changes encouraged, which was to provide skills training in a manner that bolstered ability to see measurable progress and graduate a client out of services in a shorter span of time. Capping a client at 2 units daily,  and providing an  increased pool of units to see the client every day potentially, in my opinion will foster dependency.  Also, what a disservice to clients in rural areas who have to travel a lot farther to their provider appointments and will be losing valuable skills training time or potentially not getting all needs met. For example, a clinician drives a client an hour away to a provider, client waits an extended period to see doctor, client incurs medication changes but there is no time to get those medications filled at the pharmacy afterwards with the clinician's support. It seems like clients in the rural areas, who lack many of the resources or transportation options of their city counterparts, have been slighted and their ever present challenges towards obtaining quality MHSS services are about to increase. Please rethink the proposed changes and do not compromise our ability to provide quality services with the proposed changes. Thank you for listening.
